In 2005, the total amount of people working in forest management in Russia
(here and below in this Section, data refer to forests
managed by the Federal Agency of Forest Management of the Russian
Federation) accounted for 165000 persons of which 61000
were workers, 51000 were rangers (the lowest level of the
State Forest Guard of Russia), and 10000 persons were forest
masters (technicians). The rest (44000) were mostly represented
by professionals and managers of state forest enterprises, as well
as of other institutions of forest management and forestry. The

During recent years, the economic regulations of forest management activities
and financial flows related to forests in Russia were in a constant reforming.
In 2005, financing of all forest management activities in territories managed
by the Federal Service of Forest Management was provided from two sources – from
the federal budget and from out-of-budget sources which are defined by the Budget
Code of the Russian Federation. State forest enterprises (leshozy) were
responsible for the allotment of forest fund territories for different types
of forest use and for the delivery (revenue??) of the forest income to the budget
system of the country.
Of the total amount of all forest fees in 2005 at 27.7 billion roubles,
the payments for all types of forest use (mostly final harvest of wood)
comprised 30.7% and for use of forest fund lands - 8.5%. The major part
of the forest income (60.8%) has been provided by out-of-budget payments
of forest management. The average stumpage price of 1m3 of wood was 57.3
roubles in 2005.

According to the Federal lows on the federal budgets for 2004 and 2005
all payments for final felling of wood by minimal prices were completely
assigned to the federal budget; the payments for wood of final harvest above
the minimal prices as well as the money received for other use were included
in the budgets of subjects of the Russian Federation. The payments for transferring
of lands of forest fund into lands of other land uses were included into
the federal budget. All money of forced withdrawal (fines etc.) was also
included in the state budget.

The total expenses of forest management in 2005 in Russia comprised 24.8
billion roubles, of which 8.2 billion roubles (33.5% of the total) came
from the federal budget, and 16.6 billion roubles (66.5%) were received
from out-of-budget payments of forest management.
