The 2005 Thematic Strategy on Air Pollution (TSAP) and the Clean Air For Europe (CAFE) program of the European Union 

Based on its Clean Air for Europe (CAFE) programme, the European Commission has developed its Thematic Strategy on Air Pollution, a long-term, strategic and integrated policy to protect against the effects of air pollution on human health and the environment. IIASA's GAINS model was the main tool to explore the cost-effectiveness of further measures to achieve environmental interim objectives by 2020.

The first integrated clean air strategy was adopted by the European Commission in September 2005:


The Clean Air for Europe (CAFE) program

As a new element of European air quality policy, IIASA developed an approach to analyze cost-effective strategies to reduce health impacts from fine particulate matter (PM2.5) while maximizing co-benefits on other air quality effects, such as acidification, eutrophication and ground-level ozone.
