World Population Program (POP) Deputy Director Sergei Scherbov was the keynote speaker at the Gaidar Forum expert discussion session themed around Russian regions on the demographic world map. The session was centred around the results of the Russian Demographic Datasheet 2019 produced at IIASA. Experts discussed the comparison of regional demographic data with other countries; the possibility of using the Human Life Indicator, an alternative new measure to the Human Development Index that takes into account differences in life expectancy developed at IIASA; evaluation of regional demographic development; Russian regions’ population projection until 2050; and population differentiation of Russian regions. Synopsis

Russian regions differ in particular demographic indicators so much, that the differences between several of them are comparable with differences between the least and most developed countries in the world.  

The Human Life Indicator (HLI) was be presented in Russian regions for the first time. HLI serves as an alternative to the Human Development Index, but does not have many of its disadvantages and problems in comparison and evaluation. HLI takes into account differences in life expectancy. 

The report compares regional demographic indicators with those of other countries. The report is based on the data of the Russian Demographic Data Sheet of 2019. The Russian Demographic Data Sheet is the result of joint work from RANEPA, the Federal State Statistics Service, and the International Institute for Applied Systems Analysis (IIASA). It contains information about the current demographic situation as well as demographic forecasts for Russian regions up to 2050. Both traditional demographic indicators and a number of new demographic indicators, calculated for Russia (such as “old-age threshold", prospective demographic burden, etc.), are reflected in this sheet. The demographic data sheet makes it possible to analyze the regional demographic situation and take a comprehensive look at regional demographic processes in Russia. It also forecasts the difference in the number of pension-age persons after the retirement age change.
