Many scenarios indicate that China’s future energy consumption and air pollution is projected to increase by another 60%-90% and 10%-40% by 2030, respectively, in comparison to levels in 2010. Recent work has highlighted the importance of energy efficiency, because it can offer benefits such as lowering the emissions of greenhouse gasses and air pollutants. I study the co-benefits of energy efficiency measures and air pollution control options in China’s industrial sectors at national and provincial scales.
Using an integrated model consisting of the extended MESSAGE-GAINS model and the health impact assessment model, I assess the synergies between of energy efficiency and air quality, and the effects of health outcomes arising of pollution reduction.
Key results show that (1) the development stages of energy-intensive industries show large variations across provinces; (2) there is a wide variety of potential co-benefits in the provinces; (3) the co-benefits of energy efficiency can provide strong additional motivation for energy efficiency implementation. Policies integrating energy efficiency and air quality policies are therefore more efficient than policies designed individually. The new insights will help local policymakers identify synergies among policies, and can also perform similar analysis for other regions.
